An MOU between SHDC and Holbeton Parish Council which outlines the joint aims along with the role and responsibilities of each party in running the planning process.
These Financial Regulations govern the conduct of Parish Council in dealing with all financial matters.
The Parish Council is responsible in law for ensuring that its financial management is adequate and effective and that the Council has a sound system of internal control, including arrangements for the management of risk.
The Financial Regulations must be observed in conjunction with the Parish Council’s standing orders.
This document details the system of internal control designed to identify and manage risk as the Parish Council conducts its business.
The system of internal control is based on an ongoing process designed to identify and prioritise the risks to the achievement of the Council’s policies, aims and objectives, to evaluate the likelihood of those risks being realised and the impact should they be realised, and to manage them efficiently, effectively and economically.
Internal controls are set up by the Responsible Financial Officer (RFO) and cover areas such as the checking of routine financial procedures, examination of financial comparisons and the recording of assets and liabilities.
